С международной арены сходит Саманта Пауэр, которая работала представителем США в ООН с августа 2013.

Mr. President, representatives on this Council, this is our 24th session to try to rein in Russia’s aggressive acts in Ukraine. Every single one of those sessions has sent a straight-forward, unified message: Russia, stop this conflict. Russia is not listening.

We said it when Russia flagrantly violated international law in occupying Crimea. We said it after the shocking downing of Malaysian Airlines flight 17, which took the lives of innocent men, women, children, and infants from 11 countries. And we say it today, as Russia’s soldiers, tanks, air defense, and artillery support and fight alongside separatists as they open a new front in a crisis manufactured in and fueled by Russia.

But Russia is not listening.

Instead of listening, instead of heeding the demands of the international community and the rules of the international order, at every step, Russia has come before this Council to say everything except the truth. It has manipulated. It has obfuscated. It has outright lied. So we have learned to measure Russia by its actions and not by its words.

By vetoing this resolution, Russia has tried to deny justice to the 298 victims on that plane, and deny their families a chance to hold accountable those responsible. Russia has callously disregarded the public outcry in the grieving nations, the appeals of the families affected.

It is tragic that Russia has used the privilege entrusted to it in order to advance international peace and security in order to frustrate international peace and security.

Неудивительно, что свое последнее публичное выступление в роли посла Пауэр целиком посвятила России.

At times, it can start to feel that the only way to outmaneuver an adversary unbounded by the truth is to beat them at their own game. But that would be deeply misguided. If we try to meet the Russian government in its upside-down world – where right is left and black is white – we will have helped them achieve their goal, which is creating a world where all truth is relative, and where trust in the integrity of our democratic system is lost.

We don’t need to gin up our own propaganda networks, bankroll our own army of trolls, and inundate social media platforms with even more fake news targeting our adversaries. We have to fight misinformation with information. Fiction with facts.

На смену Пауэр приходит Никки Хейли, губернатор Южной Каролины. У нее мало международного опыта, но, судя по ее вчерашним слушаниям в Сенате, она не собирается менять риторику.



Отвечая в среду на вопросы сенаторов на слушаниях по ее кандидатуре, выдвинутой избранным президентом Дональдом Трампом, Хейли резко осудила политику России. Она назвала военными преступлениями российские бомбардировки больниц в Сирии, подвергла критике аннексию Россией Крыма, а также заявила, что Вашингтон никогда не смирится с попытками Кремля вмешаться в ход президентских выборов в США в 2016 году.

Эти две русофобки напоминают другую женщину, Джин Киркпатрик, которая работала представителем США в ООН во время администрации Рейгана в 1981-1985.



Выступая на заседании СБ ООН 12 сентября 1983, посвященном KAL 007, Киркпатрик сказала:

Destruction of the civilian air liner of Korean Air Lines flight 007 was a deeply shocking act, but more disturbing than the deed itself has been the behaviour of the Soviet Government in the days since it shot down that plane. Had the Soviet Government taken responsibility for the action, admitted that a terrible mistake had been made, offered compensation to the families for the loss of life, and, in co-operation with other States, undertaken a review of the incident to ensure that such a tragedy would not recur, then the consequences of the event would have been contained and, to the degree possible, minimized. Nothing, to be sure, could reclaim the lives of those 269 people, but relations among nations would not have suffered, and civilian air travel might have been rendered less vulnerable to such errors in the future.

But, as we all know, the response of the Soviet Government has been quite different. Instead of admitting error, it has insisted that no error was made. Instead of taking responsibility for the act, it has lashed out with groundless accusations. Instead of taking steps to ensure against a repetition of such an incident, it has emphasized that it would do the same thing all over again. By taking this position, the Soviet Union has magnified the negative consequences of a tragic incident and damaged anew the already tattered fabric of international relations. It has further poisoned the international atmosphere. For this, as for the incident itself, the Soviet Union must bear heavy responsibility.

American Sovereignty Restoration Act of 2017

This bill repeals the United Nations Participation Act of 1945 and other specified related laws.

The bill requires: (1) the President to terminate U.S. membership in the United Nations (U.N.), including any organ, specialized agency, commission, or other formally affiliated body; and (2) closure of the U.S. Mission to the United Nations.

The bill prohibits: (1) the authorization of funds for the U.S. assessed or voluntary contribution to the U.N., (2) the authorization of funds for any U.S. contribution to any U.N. military or peacekeeping operation, (3) the expenditure of funds to support the participation of U.S. Armed Forces as part of any U.N. military or peacekeeping operation, (4) U.S. Armed Forces from serving under U.N. command, and (5) diplomatic immunity for U.N. officers or employees.
